She is one of the two oldest Fon girls at 16 (with her fraternal twin Hachimitsu; Though Hachi is really a few minutes older, they both claim rights as "firstborn"), and didn't inherit any alien traits from her father. This is not her Mew outfit, it's a...fun outfit she gets to wear for the purpose of wearing it. Obviously, it's based very much so on her father's, with a little bit of colour help from her mom. What you can't see is that her waistband ties in the back then forms those really long ribbons.

Parent-wise, no, that's not their age when she's 16. That's them as kids because they look cute that way.
